Article II 
Declaration of Policies

 
Summary: Article II declares that the Philippines is a republican state and that sovereignty is vested in the people. The Philippine government shall defend the State but renounces war as an instrument of national policy. Likewise, the government shall support parents in educating the youth for good citizenship and promote social justice for the well-being and economic security of the people.

 
SECTION 1. The Philippines is a republican state. Sovereignty resides in the people and all government authority emanates from them.
 
SEC. 2. The defense of the State is a prime duty of government, and in the fulfillment of this duty, all citizens may be required by law to render personal military or civil service.
 
SEC. 3. The Philippines renounces war as an instrument of national policy, and adopts the generally accepted principles of international law as a part of the law of the Nation.
 
SEC. 4. The natural right and duty of parents in the rearing of the youth for civic efficiency should receive the aid and support of the Government.
 
SEC. 5. The promotion of social justice to insure the well-being and economic security of all the people should be the concern of the State.

1. FN Justice Jose P. Laurel in the case of Calalang vs. Williams define social justice as "Social justice is neither communism, nor despotism, nor atomism, nor anarchy, but the humanization of laws and the equalization of social and economic forces by the State so that justice in its rational and objectively secular conception may at least be approximated. Social justice means the promotion of the welfare of all the people, the adoption by the Government of measures calculated to ensure economic stability of all the component elements of society, through the maintenance of a proper economic and social equilibrium in the interrelations of the members of the community, constitutionally, through the exercise of powers underlying the existence of all governments on the time-honored principle of salus populi est supremo lex."
